Cannot Setup Payment Through Paypal

Trying to setup paypal as my payment source for Skype. Transaction fails. Skype says to contact paypal. Called Paypal. Paypal told me to contact Skype. I cannot contact Skype as I connot find a phone number for them. Tell me a contact phone number for Skype technical support please.
