Can't Create Skype Account

Hi: I have a problem creating my skype account. This is not the ususal problem I have read about other people having problems opening accounts. First, I live in China. I just live and work here, as I am a Canadian.When I tried downloading in the beginning, I got the first link with the 1.5 meg download file. It then proceeded to download the Chinese vesion. So , I found a site where I could download, the full 22 mrg english version of skype. Sofar, so good. Now it comes time for me to create an account. When clicking on the link, it takes me to the Chinese website for skype, and cannot find any link to open the account. When I convert that Chinese pafe to English, it just gives me an English page with the rate per minute table. I am really confused, and getting fustrated. Is there anyone that can guide me on this.
