I Cant Drag Down My Xperia Neo Status Bar..can You Help Me Please...

after charging my unit and turn it on.. i've observe that i cant drag down my status bar.. i thought first may be there's something wrong with the setting, so i reset it but still i can't drag my status bar..its kinda lock..
