How To Reboot Computer So That It Will Function?

when i turn on the computer, and i use he safe mode, or the other two modes , that is avialable , the computer will download the files windows 32,,,,,,, then i states please wait, after wards, the scream stays blink , then the screen safer comes on, and nothing else . i can not get to my files, or the page that states enter your password. for that is not showing . please help. or give me some guides. thank you.
