Is It Ok For A Carry-on 22 Inches Long With Wheels That Stick Out 2 More Inches?

how can I know for sure if my baggage is ok before I go to the airport????

go to the airlines website and look at the requirements for luggage.  the information should include dimensions on carry on luggage.  each airline is different.
