Awd Issues

I have a 2002 manual transmission Forester. I am having problems with binding when I turn my vehicle into parking spaces, etc. A mechanic said it was turque bind. Others said I can change the AWD to FWD with the removal/adding of a fuse. How is this done? Thank you.
