T Mobile Offline And Techs Trying To Fix It

I bought a t mobile for my son and he installed it but gets the above message when he tries to connect. Been 6 days now. I am livingin Portugal and he is in boarding school in the UK so we have no communication! Can anyone help? We also bought G3 but that was so slo it didnt work......
