Cannot Connect To Internet. Not Sure How To Connect All Wires.

Cannot connect to internet. Unsure of which wires go where. The Arris box from the cable company is connected, all lights are on, Link light is blinking. I have a sep 2Wire modem and Belkin router to connect computer & laptop. What wires to connect to what.
