Why Is Reception On Ch.1521 So Bad?

Channel 1521 has such bad reception. Either I get a "Searching for Signal" and a blank screen or if I do get a picture, it breaks up so bad I can't even watch it. This happens 99% of the time. It has been going on for quite a while.
