My Toro Electric Start Mower Won't Start With The Key, Only By Recoil. It Makes

I got this second hand.  I don't have the manual.  The key turns and the engine makes a kind of buzzing/whirring noise, but there's no starting or even the beginning of a start.  I believe the battery is fully charged.  I am too weak to use the recoil start but anybody else can start it right up with the cord.  What's the problem?  And PS I can't be the only woman in this world who mows her own lawn.
