I Have Started It Three Or Four Times And Now It Won't Power Up At All

I have removed the battery, I have followed a YouTube video of how to fix a power surge issue and still nothing

A couple of options. 1. Check that your RAM is installed correctly. Remove the ram and then clean the contacts with antistatic tissue and alcohol. Re-insert and check. Try a bios password reset from this youtube video.

Check that the power supply is giving a good output as with the battery removed it may not have sufficient power to start and also in that case the battery will not charge. With the battery removed another option is to hold down the power button and at the same time then plug in the power supply. This causes a system board reset.
