Will Not Factory Reset.

Tried every suggestion I found on the WEB. Nothing works - the factory combination of o then power, does not work either - no beep and then it goes back to the same screen... a pointer that is movable and nothing else. How do I fix this? my thoughts have been that I have a bad HDD; but before I go changing it, I want someone else's opinion. Thanks.
