Why Am I Getting Additional Fees While Filing Taxes On Your Free Program?

My wife and I signed up for the absolutely free filing process online through Turbo Tax. We were expecting to pay 27.99 for state tax returns. But we were not expecting a return fee for 29.99. We were never told beforehand we would be paying this kind of money. And Turbo Tax brings it up after we put in all our W-2 information? That's completely ridiculous. Why are we getting this fee? Why are we being told about this fee about all our work?

The PROGRAM is free. The FILING is not free and TurboTax never says that it is.
