How Can I Talk To A Real Person On Line?

I received a package of printed programs from New York and must return surplus to them. Can I have UPS pick them up and bill me?

When you call 1-800-742-5877 after the voice tells you the options press 0. She will then say something else about getting more information but just press 0 again. They will then send you to a representative.
