Getting Connected To Make A Call.

I live in the mountains and behind me about 1/4 mile on a higher mountain is a cell tower. Even with bars showing, there are times I cannot make a call - the phone is charged. It acts like its dead. I have a LG-UX22O cell phone. Why? Is it because I'm so close to the tower? What can I do during these times? A sales lady said to take out the battery and put it back in?
