How To Get A Package Redelivered From Outside Usa

I am in London - England and have a problem with USPS  I wonder if you would be kind enough to help.   Last year I missed the delivery of an item here in the UK, I had purchased from the USA on E-bay, due to being in Africa on business for some weeks.   It was sent back to the sender in USA by the UK postal service.   He would not assist me to get the item resent to me or collect the returned item from the Post Office.   Through the USPS tracking site I found that the item was to be sent to MRC Atlanta GA   From outside USA you cannot contact USPS as their website requires you to have a USA address before you can communicate.   So I wrote to them and have just had a reply from R.Coleman - Consumer Affairs - Triboro District, telling me to telephone (404) 344-1626 which I have tried repeatedly, but no one answers and a message says try later, the cost of the calls from UK is very high plus we are 5 hours ahead of you.   Mr Coleman says that they will send the item back to me and will hold it for 90 days.   The Item is CJ167910876US and it is a wrist watch.   Sorry to trouble you but I have tried endlessly to contact USPS but they do not give out telephone numbers or any way to contact them from outside the USA.
