Policy For Overweight Passengers

I have clients who will be connecting into a united flight from a Canadian code share partner. These people are not average in body size but not grotesquely obese either.They have concerns that it is the policy of airlineinto the US to charge for an extra seat if a person is overweight .Would like some clarification please.
