If you and your service animal are traveling domestic flights inside the United States with exception of Hawaii you do not need a health certificate. Make sure that the animals tags are up to date and  you have I.D stating it is a service animal in plain site if the harness it is wearing does not identify it.  I have a service dog for mobility and have never been asked for health certificates on my animal but I understand that out of the country flights like going to europe would require it for the sake of your animal. But so long as you are flying domestically you would not need this.
