I Need To Apply For Refund For A Seat Upgrade, Just Want Reg. Seat

Online showed all seats taken except upgrade seats, did not understand they assign at The Airport! I want a refund for the 69.00 back to my credit card!!! Just want to Get this fiasco behind me, has been a nightmare for 3 days now, flying Cats also as cargo with Pet safe, I hope to NEVER to use This airlines again based on the Chaos it entails....
