We Have Lost Baggage

On a UA trip last week from Newark (EWR) to Brasilia (BSB) our UA flight from EWR to Dulles International (IAD) was delayed and we lost our oconnection to BSB via Rio de Janeiro. We were rerouted to Atlanta for a Delta flight to BSB where we arrived with only one of our checked bags. We were informed that the other bags had gone to Rio. We have asked United to get the bags sent to us in BSB but they say that it is Delta's responsibility. Delta claims that it's not their responsibility in this case. How sould we proceed?
