Calling Canada From The Us

I'm on a prepaid plan with Verizon and have called Canada many times without any additional charge. Today a friend texted my to advise that she now had a cell phone. We exchanged 3 texts for which there were no charges. Then tonight she texted me asking me to call here. I was charged .28 for her text. Then tried to call call her and message said that I did not have enough funds in my account to make this call. I checked my balance due and it was zero. Now I can't get through to Verizon. What gives?
