Only if their location has what's called a cellebrite machine.  The old phone must be able to power on in many cases to pull information.  There is also a Verizon Wireless retailer called GoWireless where all stores have this machine.  There is a cost of $15 to use this service.  You can find stores nearest you by going to www.gowireless.com
