Verizon Customer To Verizon Customer

If I make a call from my Verizon cell phone to another person who also has a Verizon cell phone, are any minutes used? And is it true that even if I am in a different area code than the party I am calling, there will still be no minutes used. And if this is true, does it matter what time the calls are made? Thank you for a prompt reply.
