Paid For Wireless Global Plan But Cell Phone Status Says 'sos' For Service.

Hello, My sister is abroad in Rome and her phone was stolen. I just got here today and I brought her new phone with me which I activated however the service is not working. The connection says only "SOS" and will not take or recieve any calls. How do I fix this now that i am here? Please help.
