Why Is The 'network Busy' For The Past 12 Hours In Vieques, Puerto Rico?

We have been unable to use our Verizon cell phones for the past 12 hours -- i.e., all day-- in an area where we rely on them for business and family communication of importance. Why is the "Network Busy" on a day when most tourists have gone home? This is essentional to us and we need service asap.
