Open the Google+ app > touch the menu icon/button > Settings > Auto Backup > Toggle On or Off

1. Open the Google+ app > touch the menu icon > gear icon > Camera and Photos > Auto Backup > Toggle On or Off
2. Allow Google+ to access your photos:
iOS 6+: Phone settings > Privacy > Photos > Google+ > toggle the setting ON
iOS 5 and below: Phone settings > Privacy > Location > Google+ > toggle the setting ON

How to delete Auto Backup photos & videos
Android
To delete one photo at a time, open the Photos app > touch the thumbnail of the photo you wish to delete to open it > trash icon.
To delete multiple photos at once, open the Photos app > touch the menu icon/button > Select... > the thumbnails of the photos you wish to delete to select them > trash icon.
Desktop
Open Google+ > Place your cursor over the Google+ Home menu near the top left corner > Click Photos > More >Auto Backup > checkmark icon in the top left corner of each photo you wish to delete > Delete.
