Hi @rcrow0195!
This is a SATA drive so all you have to do is connect the drive to the SATA ports of the motherboard and plug it to the PSU. Once that's done boot up the PC and go in Disk Management in order to partition and format it (if it's a secondary storage unit), or install the OS if this is going to be your primary unit.
As for the jumper settings in particular, if you have another IDE drive you want to connect as well, you can take a look at this KB article regarding the physical installation of a drive:
