Is Western Union Money Transfer Is Safe?

My friend have transfer the money from US to Pakistan. Some have cheated and gave the fake proof stole the money. Is it possible to retrive it?

Its 9(.9% safe. But TO Receiver side, We should have strong person should knows the western union rules and regulations. Their may be the chance if he did a favor of people. The mistake was done by Agent and scammer. We have to find them and ask them where the problem was?
