I'm Getting Welcome To Yahoo But Had Account For Years

Issue 1 - Am getting "welcome to yahoo" emails sent to MY yahoo email address, FROM MY yahoo email address that say thank you for setting up account. Yet, I've had yahoo account for years. I believe my email has been hacked. Issue 2 - I received an email from a frequent contact that was actually a blind cc forward of something I sent to him years ago. He verified that he, in fact, did not send this to me. It appeared as a message from his email account to mine in My Yahoo inbox, then, disappeared from my system within a few hours. Hacking is a federal offense and I would like to persue prosecution of this individual. What is the best way to legally proceed?
