When Clicking To Accept New Security Rules Nothing Happens-can't See E-mail!

Since 3 weeks ago I can access my e-mailo because the window asking for acceptance of new security rules keeps appearing but nothing happens when I click on the accept button. I can't read my e-mails! Can you help? How can you answer if I can't read my e-mail? My phone is 909-684-0211
