Neighbors

This is really getting out of hand. I have been trying to add neighbors to my Castleville, every time I tried I get a error message 72af-fcc7 to refresh. When I do refresh my new neighbot to whom I was trying to add is not on my neighbor bar. I have asked these neighbors a number of times to please sent another request, and the same thing happen. But they tell me I am on their neighbor list. PLEASE help me. I have talked to livechat, she asked for their UDI number and she would add them for me, well guess what, that didnt work either. I have not reached my limit, I have only 150 neighbors. What can I do?
