Juno.com 'mail Transfer' Error Message. What Does It Truly Mean?

I have rebooted my computer and still get this message when I want send/receive my mail.  This has been going on now for 3 days.  Is this problem coming from my computer or from Juno's computer?  What must I do to get this taken care of?   Thank you.  My Juno.com email address is [email protected].
