At&t Login Keeps Popping Up And I Cannot Receive E-mails Through Outlook.

Since early this morning I am unable to receive e-mails through Outlook.  The AT& T login screen keeps popping up. No matter what I do, it does not go away and I cannot receive e-mails.  I have gone through the steps I received from AT&T Uverse to verify the settings are correct ... and they are.
