Not knowing what OS and browser you are using, let's assume that it is Microsoft Windows.
You can change the default setting in Windows by following the linked instructions.
Chances are that it isn't broken, it may not be able to pull up the default because you don't have that mail service.
My default, for example, is a POP3 account (Outlook Express) the problem is that the instructions from Yahoo have never worked for more than a couple of minutes. So when I'm on a site which pops up an email form, I just copy the address to one of my other email accounts and send it that way. But that's because I'm tired of fussing with the settings.
Actually in Win 7 there was no default mail client set up designed into it, apparently because of legal issues. Is that your problem?
