Yes, the proximity of the modem to the TV could present an interference problem.
What else is plugged into that line (circuit)?
Have you tried replacing the HDMI cable with one of "better quality"?
It could also be the sound board on the TV.
You can also call AT&T U-verse for Technical Support. 1-800-288-2020. You need to speak to a person. You will first be connected to a tier 1 tech support person. If there is no satisfactory solution, as to speak to a Tier 2.
And if there is no solution, contact the TV manufacturer's Tech Support and also the HDMI cable manufacturer.
