Tv Clicker

My tv clicker is not in sync with the att.button. The att button does not go off when I press the power off on the tv. If I shut off the att buton then it takes 4-5 minutes to get the tv back on. In the meantime I am seeing three big white dots on the tv which changes into something like a gear finally the att&t globe comes on then the orange uverse logo. Please advise. Thanks
