Why Can't I Make Any Calls. All I Get Is Emergency Calls Only.

I live in south louisiana and i can't place any calls other then emergancy 911. I have been trying to check on my family during and after this storm and this is unacceptable. Iwill be DROPPING ATT AND GOING TO VERIZON AS SOON AS POSSIBLE. THANKS FOR NOTHING BUT TROUBLE!!!
