Q6044-s Ptz Install With T8604 Module

Good Afternoon My name is Josh Lewis and im currently installing a AXIS Camera Model Q6044-S PTZ along with a T8604 Media Converter Module. The install team and I have already installed the cameras in a secure high reach location and are trying to Ip the camera from a IT Room. For some reason when I Ping the camera in its default Range It only replies 3 of 4 times in a single ping prompt. and that only happens once very 5 trys to Ping it, Also it does not come up on my AXIS camera management tool or the Internet(how I usually ping all my AXIS camera installs). Im curious if I have missed some steps, On the converter we have LED's on the PWR and on ETH1 but there isn't a solid connection software wise to communicate, This is for a high valued customer and we want to get this right in a timely manner. If we could get a response back ASAP it would be greatly appreciated. I will include my other team members in the Email list.
