Reconnecting A Second Phone Line

I have a second phone line into the house that I used many years ago, I'm thinking of having it reconnected with a seperate phone number to use on a fax machine and as a secondary phone. My question is how much would that cost to have reconnected to a number and what would be the monthly cost of the scond line assuming no lon distance charges.
