Frosting Up - Penquino Paca130hpel

I have been running the heater since it has been cold and all of a sudden there is frost and ice accumulating on the outside of the unit. When I shut it off, it makes a racket like ice breaking. I have cleared the drain hole of any possible blockage and cleaned the filter/vents.
