You will need to cancel the flight, either online via Delta's website or with an airline representative. 1-800-221-1212. If you have difficulty getting through to an agent due to the hurricane, try back periodically and explain that you were unable to get through to make the change prior to your original flight so that you hopefully get some residual value for your ticket.
