What Is This Bta Fee?

My girl friend is in Nigeria and was to fly home on Delta airlines. She emailed me asking for an additional $250.00 to cover the BTA fee. If she doesn't have this fee. They tell her that she can not return to the United States. What is this BTA fee and can I pay this fee here in the US?

There is no longer such a thing as a BTA as all governments have already did away with such a thing years ago.
