How Does A Person Get A Facebook Page Shutdown?

There is a Facebook Page called Casey Anthony Fight Club, thats constantly Harassing people. I myself Have reported this page many many times, yet the page is still there, and the posts on there are Harassing people for no Reason. Why is Facebook allowing this to happen and continue?
