I cant tell you "why," but to set your language, go to the bottom of the page you are on and click on the current language (in the left corner). Choose a language from the menu. If that doesn't work, The issue likely stems from an outdated browser or overloaded cache. A good first step is to clear your cache and cookies—see your browser's help section if you don't know how—and restart your computer.
