How To Stop Someone From Stalking And Harrasing You On Fb.

My sister is going through a devorce right now, and her soon to be ex-sister-in-law has made a second FB page to request friends of our family. She is trying to do this so she can keep tabs on my sister, and I am just wondering if that is allowed on FB.
