How Do We Get Our Ad Budget Used Every Day? Facebook Is Not Posting Them Even T

We are launching a company and have created ads for Facebook advertising; defined our audience, have approval on the ads and set a daily budget. We are seeing only a fraction of the budget used each day, and we started with a pretty modest figure. HOW do we get our ads posted? HOW do we find someone at Facebook to tell us why the ads are not posting???
