I've been seeing posts about this relating to numerous sites including facebook, CNN, and others, and have seen it pop up on a couple computers in my network. It looks like someone probably updated a CSS file with an incorrect mime type or something and IE then get's confused and is opening it in notepad, rather than just reading it along with the site in question. Based on the fact that it's happening at multiple sites, I'm guessing either it belongs to some shared Ad site (a lot of pop up ads seem to stem from the same sources) Or something in IE changed to caused it to start mishandling CSS files. The latter seems highly unlikely, as that would affect virtually every site out there (anything that used an external CSS), and would cause some crazy havoc to the formatting. In any case after checking some basic stuff (Hosts file, Proxies, Startup Page, resetting security settings back to Med) I was able to fix this on my peoples' computers by simply resetting IE settings (Internet Options -> Advanced -> Reset). It's been a couple hours now and it hasn't come back. What I can't answer off hand is why that worked. Perhaps its reeabling some security setting which is blocking the error from happening?

Here is what worked for me.  I have iGoogle and one of the gadgets I have was for Facebook.  I deleted this gadget from iGoogle and the issue immediately went away.  Hope this is helpful.
