Who Can I Contact About Setting Up Google Docs With Students?
I am a teacher and would love to use Google.docs as a way to have students write so that I can give immediate feedback in a paperless way. The problem is that my students are 11-12 year olds, and there is an age limit of 13. Is there a way for me to get special permission to use Google.docs with my students?

You can use Google Apps for Education (http://goo.gl/hXiTj) This will allow you control over user accounts. You DO have to comply with COPPA and get parent permission to use Google Docs. This of course could be incoroporated into your "acceptable use" policy for using computers at your school.
