My Stapler Doesn't Work.

My brand new stapler out of the box doesn't shoot the 1 1/2" staples. I hold it to a piece of wood with no results. I know there is air because I hear a release when I release the pressure hose. I can't get any help from harbor freight, because apparently too many people are calling.
