I Have A Dispute Regarding My Bill For A Car I Rented This Past Week At Hertz Lo

How do I dispute my bill for a car I rented through Hertz? I rented a car from Hertz at the Cozumel International Airport in Mexico. I was quoted a base rate but forced to take a different car telling me not upcharge. My bill was at least 4 times more than what I was quoted. I need to dispute my bill and get charges reduced. Who do I contact or what number can I call to get help with this?
